Following the ICAO’s decision, both the Netherlands and Australia are urging Russia to engage in talks for reparations. Australia’s Foreign Minister Penny Wong stated, “We call upon Russia to finally face up to its responsibility… and make reparations for its egregious conduct.”
Though the ICAO lacks enforcement power, its decisions influence global aviation policy. The council is expected to decide on possible compensation soon.
Australia has sanctioned several individuals involved in the attack, including Russian colonel Sergey Muchkaev and convicted separatists Sergey Dubinskiy, Leonid Kharchenko, and Igor Girkin.
“These sanctions demonstrate the Australian government’s ongoing commitment to hold to account those responsible for the downing of flight MH17,” said Wong. She emphasized Australia’s pursuit of “truth, justice and accountability” for the victims.
